In the transition period of both countries, the differences among regions are increasing. Space both on the Slovenian and Hungarian side needs a network of developmental institutions which could be activated at every opportunity when development programming is required, especially in the preparation stage of local strategies, strategies of regional significance, as well as strategies of national importance. Essential information often does not arrive at relevant stakeholders, so they are lost somewhere in transition. Some further deficiencies are highlighted: non-optimal communication channels and lines, small organizational units, fear of “stolen ideas” from the competition, sub-optimal internal capacity for better evaluation, and expansion of the data network. A network of developmental institutions needs to be established if regional development programming needs to be coherent and performed with full local development capacities as the development potential of the regions on both sides of the border is increasingly dependent on domestic aspirations and instruments. All these elements will be integrated by the project, strengthening the institutions from different substantial areas and establishing a triple cross-border network among them (public, private, and non-governmental sector).

The goal of the project is to establish a robust cross-border network of developmental institutions that respond to the needs of the environment following opportunities and prepare appropriate initiatives and proposals for regional development. Throughout its duration cycle, the project will strengthen all the participating institutions from different fields and sectors through training and by signing the cooperation protocol with them, linking them through the established platform, and, most importantly, informing them about current development. The project addresses the objective of the SI-HU Cooperation Programme 2014-2020: Extending cross-border cooperation by strengthening the institutional capacity of public and civil stakeholders in mutually essential areas of public policies and services.
